Somalia and Somaliland

The people of Somalia have suffered decades of armed conflict, beginning with the Ogaden War in 1977 and continuing today with the ongoing civil war. Thousands of landmines and explosives have been used, leaving a deadly legacy that threatens lives and destroys futures. The country remains separated between the independent state of Somaliland, semi-autonomous Puntland, and the four newly formed states that make up Southern Somalia.

Somalia now has an internationally recognised government, however, there is a long road ahead before Somalia’s federal system is declared a success and its people are safe, from landmines and other explosives as well as unsecured weapons.

Somaliland, on the other hand, continues to make progress as a democracy. In 2017 it held its third presidential election since the declaration of independence from the rest of Somalia in 1991, following a three-year civil war.

Teaching people how to stay safe

For many years, it was too dangerous for organisations like HALO to access the remote communities most severely affected by landmines and other explosives, but that is changing.

Across the states of Galmadug, Hirshabelle and Southwest we are identifying battle sites and minefields and beginning work to make the land safe, so that farmers can use it to graze animals or access precious resources like water. We also teach risk education to vulnerable families, ensuring people stay safe until our work is done.

By building trust with locals, we can respond to requests to remove explosives left behind by years of fighting.

OUR IMPACT

By recruiting and training local women alongside men, we create opportunities that traditionally have not always been open to women in Somalia. Halima, whose name has been changed to protect her privacy, began working as a deminer for HALO and has since been promoted to a leadership position.

With donor funding support, HALO has also been working to support community resilience-building in the Somaliland region through rehabilitation of soil and vegetation in areas cleared from landmines. This includes the construction of soil bunds for rainwater catchment, reseeding of native grasses, the creation of community managed enclosures for fodder production, and cash-for-work schemes to train and employ local people. Community water storage facilities have also been rehabilitated to boost and enhance the management of water reserves.

In south-central Somalia, HALO works with national partners and international researchers to document population distributions of Boswellia (Frankincense) species and provide tree husbandry support to conflict-impacted resin harvesting communities.

Across the Horn of Africa region, HALO is developing partnerships with established national and international NGOs, research institutes and academic institutions to support biodiversity conservation, sustainable livelihoods, and community-level climate change initiatives.

Teaching people how to stay safe

HALO began working in Somaliland in 1999, clearing battlefields and minefields covering an area larger than Washington D.C. Today, we employ over 400 local staff and continue to work with the government, providing training and mentoring to the national authorities.

In a country ravaged by drought, we create safe access to roads and precious grazing land. We also teach families how to stay safe until all the landmines can be removed for good. This is vital work because we receive and respond to hundreds of callouts from people who discover dangerous explosives that need to be destroyed.

OUR IMPACT - SOMALILAND

Meet our Team in Somaliland

Programme Manager
Tobias joined HALO in 2016 as a programme officer. In 2018 he took part in Operations Management training across Cambodia, Abkhazia and Somaliland. He has since worked in Nagorno Karabakh and Ukraine in a variety of roles. He has an MA in International Development from the University of Edinburgh and a BA in Film from the University of California, Santa Cruz.

Tobias Hewitt

Programme Coordinator
Joining HALO as a watchman in 2006, Abdirahman has since worked in a number of roles, both in HQ and in the field. He now holds the position of Programme Coordinator, responsible for oversight over all administration, logistics and fleet activities across the Programme. Abdirahman holds a Management Diploma and before HALO was a teacher in Djibouti.

Operations Officer West
Faisal joined HALO as a medic in 2000 and has worked in manual clearance, survey and explosive ordnance disposal (EOD). Faisal holds an IMAS EOD-2 qualification. Promoting to Operations Officer in 2010, he has since completed the role for both HALO’s East and West locations. Whilst with HALO, Faisal used his spare time to complete a BA in Management.

Operations Manager
Tamsin joined HALO in 2020 after completing operational and IMAS EOD Level 3 training in Cambodia. Since January 2021 Tamsin has worked in Somaliland. Prior to joining HALO, Tamsin worked in London for the Civil Service and has a Bachelor’s Degree in Geography from Newcastle University.

Operations Officer East
Hassan Ali joined HALO in 2002, as a deminer, after a career in teaching and business. At HALO, he hasheld the role of Supervisor for: survey, EOD, weapons and ammunition disposal and manual clearance. After serving as Community Liaison in East Somaliland for 8 years, he was the natural choice to take over as Operations Officer East in 2019. Having completed his first degree, Hassan Ali is now working towards an MA in International Cooperation and Humanitarian Aid.

Hassan Ali Hersi

Finance Officer
Idil has worked across a range of roles with HALO, starting as a Paramedic Deminer in 2004. Since joining, she has been a Mine Risk Education (MRE) Instructor, Radio Operator, and Finance Officer. In support of the finance manager, Idil manages cash flow, financial submissions and accounts. Prior to HALO, Idil worked as a midwife in Ethiopia and holds a BA in accountancy from Admas University

Idil Suleyman

Deputy Operations Manager
Mahad joined HALO in March 2012 as Admin Officer, before promoting to also cover the logistics role. He manages all programme logistics, including the import and export of equipment. Prior to HALO, Mahad worked for a research company as a Data Analysis Officer. Mahad holds a BSc in Mathematics, Statistics with Management, and is currently studying for a Masters in International Cooperation and Humanitarian Aid.

Mahad Ibrahim

GIS/IM Officer
Khadar joined HALO Somaliland as the Geographic Information System (GIS) and Information Management (IM) Officer in 2012. Managing the HALO GIS and IM team, he ensures accurate clearance mapping and data entry. Khadar has a Diploma in GIS and Surveying from Institute of Surveying and Innovative Mapping. Before joining HALO, he worked for 5 years as a GIS specialist in Somaliland Cadastral Surveys and the local government.
