Laos

Laos is the most bombed country in the world, per capita, because of heavy aerial attacks in the 60s and 70s during the Vietnam War. From 1964-1973, more than two million tons of ordnance were dropped on Laos. The intensity and scale of this bombing was equal to one planeload of bombs every eight minutes,  24 hours a day, for nine years.  

Around 20,000 people—40 per cent of them children—have been killed or injured by cluster bombs or other unexploded items in Laos since the war ended. Soy, aged six, was playing with her friends when they discovered a cluster bomb. Not knowing how dangerous it was, they started to play with it. Moments later it exploded, killing one of her friends.

With over 270 million cluster submunitions dropped on Laos, approximately 30 per cent, about 80 million, did not explode on impact and are still in the ground. As a result, roughly 30 per cent of Laos is still contaminated with UXO. Although the Lao People’s Democratic Republic (Lao PDR) is committed to removing the bombs, the scale of the problem continues to put lives at risk.

Our work is focused in Savannakhet Province, in the south of the country where multiple rooutes of the Ho Chi Minh Trail attracted the heaviest bombing during the Vietnam War. Today, 70 percent of the population of Savannakhet lives below the poverty line. Most families are very dependent on growing rice, but unexploded bombs make cultivating rice potentially life threatening.

From 2012 to 2025, HALO Laos has destroyed almost 130,000 explosives and taught over a quarter of a million people how to recognise and report dangerous items. Through survey and clearance work, HALO Laos has freed up an area equivalent to around 50,000 soccer pitches for safe community use.

OUR IMPACT

In the remote village of Nonsomboun, home to over 1,000 people, a 750lb aircraft bomb was unearthed just 20 metres from the nearest house. After 53 days of careful planning and team-work between HALO staff and the local community, the bomb was safely destroyed with no damage to the village.

It took 100 HALO staff, the assistance of 150 villagers, 4,000 tonnes of sand and 200,000 sandbags to safely destroy the bomb. Watch the video above to find out how we did it.

Meet our Team in Laos

Head of Region
Cameron has worked for HALO since 1999 managing operations in Kosovo, Abkhazia, Afghanistan, Mozambique and Cambodia. Cameron spent five years as the Regional Director for Central Asia, leading HALO’s Afghanistan programme, and is now Head of Region for South East Asia. Cameron holds a Masters degree in International Security Studies from the University of St Andrews.

Programme Manager
William joined HALO in February 2020, completing operations management training in Cambodia and Somaliland. William has worked on the HALO Laos programme since November 2020, initially as an operations officer in charge of survey and the creation of the programme’s first mine clearance capacity. Before joining HALO, William served as a Peace Corps Volunteer in Albania and worked as the editor of a human rights journal in Indonesia. William holds an MLitt in Peace and Conflict Studies from the University of St. Andrews.

William Hunter

Operations Manager
Phantha joined HALO Laos in 2012. He is currently Senior Operations Officer, responsible for the management of all operational staff in UXO Survey and Clearance teams. He ensures adherence to SOPs, manages the creation of work and deployment plans, and supports HALO Laos to meet its contracted targets and outputs. He graduated from Sepon Secondary School and, before joining HALO Laos, spent several years working as a Border Soldier in Sepon.

Phantha Kilhounkham

Programme Doctor
Lathdaphone, known on the programme as Dr. Mat, is HALO Laos’ staff doctor. After completing her medical training in Vientiane she then worked for an international copper mine, and has been with HALO since 2017.

Lathdaphone Chanthapaseuth

Finance Officer
Nilandone is responsible for running all HALO Laos’ financial accounts. She holds a graduate degree in accountancy from Vientiane University. Before joining HALO, she worked briefly in the financial department for another Laos-based INGO.

Nilandone Phomluangsy

IM Manager
Kaoxing has worked on the HALO Laos programme since 2014, after graduating from the National University of Laos with a degree in Environmental Science. Kaoxing is also a graduate of the 2013 Arava International Center for Agriculture programme in Sapir Israel. Kaoxing holds both an IMAS EOD I and EOD II certification.
