5www.halousa.orgItishardtoimaginehavingtoworrythatyournextstepmightsetoffanexplosion.CanyouimaginebeingachildunabletorememberawaryetbecomingitsvictimChildrenaccountfor30ofallcasual-tiesfromaroundtheworld.IntheWestAfricancountryofAngolawherehalfthepopula-tionisundertheageof15thecivilwarendedin2002.Yetminesremaintothreatenanewgeneration.DomingosMuquixiis11yearsold.HisfatherJoaoworksasaHALOdeminerclearingminestoearnaliving.SadlyJoaowasunabletocleartheminethatwouldinjurehisownson.LastAprilDomingossetoffananti-personnelminewhileplayinginafieldwiththreefriends.AfteraweekinthehospitalthedoctormadethedifficultdecisiontoamputatewhatremainedofDomingosrighthand.Domingosaccidentisnotonlydevastatingforhimithasripplingeffectswithinhisfamily.Astheeldestofthreechildrenandtheonlyboyhewillberesponsibleforsupportinghisfamilyashegrowsolder.Hismothernowworriesabouthisfutureafraidthatthelossofhisrighthandisgoingtoputhimbehindinhisschooling.Theacci-dentoccurredinKuateriavillageofapproximately1000insouth-easternAngola.IthasbeenovertwodecadessincetheminethatinjuredDomingoswasplacedintheground.HALOhasbeendedicatedtoaidingthepeopleofAngolaandpreventingaccidentslikeDomingossince1994.Arrivingduringtheheightofthecivilwarandcontinu-ingitsmineclearanceeffortstothepresentdayHALOhasclearedmorethan79000minesinAngola.HoweverasaresultofdecreaseddonorfundsHALOhasbeenforcedtoreduceitsdeminingcapacityfromitspeakof1200stafftojustunder630.ConsequentlymanyyoungcitizensofAngolawillcontinuetolivewiththedevastatinglegacyofwarunlessHALOsdeminernumberscanbeincreased.LandminesHarmaNewGenerationinAngolawherethestatuswasrecordedcivil-iansaccountedforthemajority94ofcasualtiesfromclustermunitions.HALOfindsanddestroysclusterbombsandotherexplosiveordnancethatharmcivilianslongaftersoldiershavegonehome.Bytheendof2012HALOhadclearedover195000clusterbombs.UnsecuredAmmunitionUsedforIEDsInAfghanistanHALOleadsthedrivetolocatesecureanddestroyexplo-siveammunitionthatliesoutsideofgovernmentcontrol.Thousandsoftonsofexplosiveammunitionwhichwasdispersedthroughthecourseofmorethanthirtyyearsoffightingremainavailableforuseinroadsideandsuicidebombs.HALOWeaponsAmmunitionDisposalteamsseekoutanddestroyaround80tonsofammunitioninAfghanistaneachmonthmorethan10000explosiveitemsnotincludingbulletsthatcouldbeusedtokillmaimordisruptsocietyaredestroyed.Oftenthisammunitionlieswithintheheartofcommunitiesinburiedcaches.InJuly2012aHALOteamrecoveredmorethanthreetonsofexplosiveammunitionfromaburiedcachethatwasjustafewhundredyardsfromamajorAmericanmilitarybase.SecuringanddestroyingsuchstocksofammunitionbeforetheyfallintothewronghandsisoneofHALOsmajorgoalsinAfghanistanandaroundtheworld.HALOisaleadingorganizationinthefieldofWeaponsAmmunitionDisposalwithcurrentprogramsoperatinginAfghanistanAngolaSomalilandandMozambiqueandsuccessfulprojectscompletedinCambodiaandGeorgia.PERSONALSTORYAlltheDeadlyDebrisofWarcontinuedYoungDomingoslosthisrighthandinamineaccident. 6www.halousa.orgLaosNewvictimsarestillbeingclaimed40yearsafterbombsweredroppedonLaos.AtthecurrentrateofremovalreportsestimateitwouldtakehundredsofyearstoclearalltheunexplodedordnancethatcontaminatesLaos.HALOsnewprogramaimstohelpsignificantlyshortenthistimeperiod.HALOwillsupportthegovern-menttoachieveclearanceearlierthroughaccuratesurveyappropriateclearanceprioritizationandmostimportantlyfacilitatingthelargescaleclearancethatisrequired.HALOhascommencedworkinSavannakhettargetingtheprovincewiththehighestrateofaccidents.WestBankHALOsurveyedtheWestBankandtheJordanValleyidentifying90minefields.Clearanceplansarefocusedon11minefieldsthatarelocatedintheWestBankanddirectlyaffectPalestiniancommunitieswhicharesurroundedbyhousingorareonlandthatcouldbeusedbylocalfarmersforcultivationandgrazing.ThePalestinianMineActionCentrePMACwascreatedin2012andHALOestablisheditsprogramtoassistPMACwithnationalmineactioncapacitybuildingandtoconductsurveymineclear-anceandMineRiskEducation.ZimbabweHALOsignedaMemorandumofUnder-standingwiththeGovernmentofZimbabwewhichwillseeHALOsurveyandclearsomeofZimbabweslongestminefieldbelts.TheseminefieldswhichfollowtheborderwithMozambiquearesomeofthebiggestintheworld.IfreportsondensitiesanddistancesarecorrectZimbabwesminefieldsmaycontainmillionsofmines.Notonlyareaccidentsoccurringbut174000acresofvaluablefarmlandisbeingdeniedtoruralpopulationsinacountrythatisfightingtofeeditself.BurmaTheLandmineMonitorreportsWhencom-paredtoothercountriesMyanmarhasproducedthethirdhighestnumberofknowncasualtiesduetoantipersonnellandminesgloballyoverthepastsixyears.LandminesareconcentratedinthestatesaroundBurmasborderswithBangladeshandThailandafterdecadesofwarbetweengovernmentandethnicminorityarmedgroups.WiththerecentopeningupofthisisolatedcountryHALOestablishedanofficeinBurmaandisworkingcloselywithgovernmentauthoritiesinpreparationforasurveyandmineclearanceprogram.Thisisparticularlypertinentinthelightofrefugeereturninitiativeswherelandmineremovalwillbecrucialtosaferesettlement.HALOistheworldsoldestandlargesthumanitarianlandmineclearanceorganization.HALOslocallyrecruitedstaffusemetaldetectorsandheavymachinerytolocateanddestroyland-minesandotherexplosiveitems.TheSolutionExpansionin2012BroughtNewProgramsin
